"These projects are designed to observe the maritime, hydrological, meteorological conditions and air qualities, and provide such services as maritime warning and forecast, tsunami alert, weather forecast, air quality forecast, and disaster prevention and relief," Foreign Ministry Spokesperson Lu Kang said in a press conference on November 1.Lu stressed that China's constructions on the reefs aim to provide "public goods and services" to the countries in the region. "This is what we primarily wanted to achieve when we started these works on the islands and reefs in the South China Sea, and it is also a solemn pledge China has made to countries in the region and to the international community," he said. China's neighboring countries, including some Southeast Asian nations such as the Philippines, have called out China's reclamation and militarization of islands in the global waterway. Beijing has since asserted its rights over most of the region through a nine-dash line claim, amid ongoing territorial disputes with the Philippines, Vietnam, Brunei and Malaysia. A legally-binding Code of Conduct (COC) between the Association of Southeast Asian Nations member states and China is in the works, but Philippines' Foreign Affairs Secretary Teodoro Locsin, Jr. hinted that ongoing negotiations may not produce it. The COC outlines what claimant countries can and cannot do in the disputed region. However, during Chinese Foreign Minister Wang Yi's visit to the Philippines this month, he said despite the sea row, Beijing will not be a threat to the Philippines. Panelo said the foreign affairs department is currently coordinating with the Philippine Embassy in Beijing to verify the reported setting up of the weather stations.  "It is currently coordinating with concerned government agencies, as well as with the Philippine Embassy in Beijing to verify the existence or non-existence of these alleged facilities," he said.  Panelo earlier addressed this concern on Monday saying Foreign Affairs Secretary Teodoro Locsin jr. will "do his job" once the reports have been verified.  China's Foreign Ministry Spokesperson Lu Kang announced on November 1 that Beijing has already begun operating weather stations on the artificial islands in South China Sea.  "These projects are designed to observe the maritime, hydrological, meteorological conditions and air qualities, and provide such services as maritime warning and forecast, tsunami alert, weather forecast, air quality forecast, and disaster prevention and relief," Lu Kang said in a press conference.  He said China aims "to improve civil services and provide public goods and services to countries in this region."  Weather services and militarization The establishment of weather stations over areas in the South China Sea comes amid an ongoing territorial dispute with the Philippines.  China has repeatedly received backlash from neighboring countries over its alleged militarization of features in the contested waters that it turned into artificial islands.  In a text message to CNN Philippines, mari... ----------------------------------------------------------------------------------------------------

Experts say every year the summer monsoon brings water vapor from the sea which affects the central and lower reaches of the Yangtze River. The rain belt normally forms in mid-June. Rainfall is expected to continue for some days before it moves north. This year, the rain is expected to start moving north around July 5, when rain in the central and lower reaches of the Yangtze will decrease. Typhoon Wayne of 1986 probably had the most unusual track of all tropical cyclones on record. It traversed the northern part of the South China Sea three times during its 19 day life-span, and resulted in the hoisting of tropical cyclone signals on three seperate occasions three times for the same typhoon. This video shows the track of Wayne, followed by an animation of GMS infrared images from August 13 through September 6, 1986. The tropical cyclone signals hoisted in Hong Kong are shown on the upper-left part of the corresponding images. The video ends with an animation of daily weather maps. The four largest are Honshu, Hokkaido, Kyushu, and Shikoku, which make up about ninety-seven percent of Japan's land area. Japan's population of 126 million is the world's tenth largest. Approximately 9.1 million people live in Tokyo,[10] the capital city of Japan, which is the second largest city proper in the OECD. The Greater Tokyo Area, which includes the de facto capital of Tokyo and several surrounding prefectures, is the world's largest metropolitan area with over 35 million residents and the world's largest urban agglomeration economy. Archaeological research indicates that Japan was inhabited as early as the Upper Palaeolithic period. The first written mention of Japan is in Chinese history texts from the 1st century AD. Influence from other regions, mainly Imperial China, followed by periods of isolation, later from Western European influence, has characterized Japan's history. From the 12th century until 1868, Japan was ruled by successive feudal military shoguns who ruled in the name of the Emperor. Japan entered into a long period of isolation in the early 17th century, which was only ended in 1853 when a United States fleet pressured Japan to open to the West. Nearly two decades of internal conflict and insurrection followed before the Meiji Emperor was restored as head of state in 1868 and the Empire of Japan was proclaimed, with the Emperor as a divine symbol of the nation. In the late 19th and early 20th centuries, victories in the First Sino-Japanese War, the Russo-Japanese War and World War I allowed Japan to expand its empire during a period of increasing militarism. The Second Sino-Japanese War of 1937 expanded into part of World War II in 1941, which came to an end in 1945 following the atomic bombings of Hiroshima and Nagasaki. Since adopting its revised constitution in 1947, Japan has maintained a unitary constitutional monarchy with an Emperor and an elected legislature called the National Diet. Japan is a member of the UN, the G7, the G8, and the G20. The Hong Kong Observatory will upgrade its weather monitoring and forecasting capabilities, enhance public communication and study new methods in forecasting the likelihood of extreme weather events. Observatory Director Shun Chi-ming told the media today these moves are necessary due to the trend of more extreme weather under the influence of climate change. The Observatory expects annual rainfall to be normal to above-normal this year and the number of tropical cyclones coming within 500km of Hong Kong to be between four and seven. The season's first cyclone is expected in June or later. He urged the public to be vigilant against the threat of inclement weather and prepare for the coming rainy and typhoon seasons. To strengthen tropical cyclone monitoring, the Observatory will use new dropsonde technology on Government Flying Service aircraft. A dropsonde is an expendable weather reconnaissance device dropped from an aircraft at altitude to more accurately measure and track tropical storms. GFS aircraft will fly into tropical cyclones over the northern part of the South China Sea to collect the data. The Observatory also plans to launch a new version of the Location-specific Lightning Alert Service Webpage in the second quarter of the year which will allow the public to monitor thunderstorm activity in their area. It will enhance the provision of information on heavy rain to the public, and alerts will be issued via the media and mobile phone apps when localised areas are threatened by intense rain. The Automatic Regional Weather Forecast webpage will also be enhanced later this year to provide a thunderstorm nowcast for the coming hour covering Hong Kong and the Pearl River Delta region. Mr Shun said the Observatory will continue to enhance public education and the upcoming major initiatives include open days on March 19 and 20. A roving exhibition on climate change and seminars on the applications of science in support of public services will be organised to celebrate the 10th anniversary of the Science in the Public Service campaign. China successfully launched a Long March-11 carrier rocket from a mobile launch platform in the Yellow Sea off Shandong Province on Wednesday, sending two technology experiment satellites and five commercial satellites into space. It is China's first space launch from a sea-based platform and the 306th mission of the Long March carrier rocket series. The rocket was named 'CZ-11 WEY' based on an agreement between the China Academy of Launch Vehicle Technology, China Space Foundation and a Chinese automobile producer. Launching a carrier rocket from an ocean-based platform has many advantages over a land launch. The closer to the equator a rocket launch can get, the greater the speed boost it will receive. It also reduces the amount of energy required to get into space and means that less fuel is required. The launch site is more flexible and falling rocket remains pose less of a danger. This also allows for the use of civilian ships to launch rockets, which would lower launch costs and give it a commercial edge. The seaborne launch technology will meet the growing launch demand of low inclination satellites and help China provide launch services for countries participating in the Belt and Road Initiative, reported experts. The two satellites, developed by China Academy of Space Technology, are expected to step up all-weather monitoring of ocean wind fields and improve typhoon monitoring and accuracy of the weather forecast in China. Among the five commercial satellites, the two satellites, developed by China Electronics Technology Group Corporation, are China's first small satellite system based on Ka-band transmission system. The Long March-11, with a length of 20.8 meters and a takeoff weight of about 57.6 tonnes, is the only rocket using solid propellants among China's new generation carrier rockets. It is mainly used to carry small satellites and can take multiple satellites into orbit at the same time.

Typhoon Usagi has rapidly intensified today to become a monster of a storm with winds gusting up to 170kts or 314kph. Usagi is expected to intensify slightly more through Friday before starting to interact with the Taiwan Coastline and Northern Luzon. The friction from both of these landmasses will weaken Usagi slightly but the center of circulation at this time is expected to remain over open water. That will allow the Storm to maintain its strong Typhoon intensity as it passes through the Luzon strait and in to the South China Sea.

Chinese Weather Woman Stuns The World By Not Aging For 22 Years On Screen, And Here’s The Proof Yang Dan, a 44-year-old weather woman from China’s state broadcaster CCTV. A video of Ms. Yang have recently gone viral on Chinese social media, showing her at work over her 22 year stint as weather presenter. Astonishingly, she looks almost exactly the same as when she began her job as a 22-year-old back in 1996, when the Spice Girls ruled the airwaves and we were in thrall to snake, on our Nokia phones. The video was originally shared by the weather program to mark International Woman’s Day, with the caption, “Many web users have grown up watching her show. They marveled why they have grown older but she hasn’t. What’s more? It appears she is younger and younger.” Now being referred to as the ‘ageless goddess,’ the award-winning weather presenter has left people scratching their heads with wonder at what her secret could be. Some even joked that it was a conspiracy, and all 22 years worth of weather reports were filmed in a single day. How else to explain it? It’s either that, or the mythical fountain of youth is definitely located somewhere in China!

Severe Tropical Storm Gaemi is kicking up the seas in the South China sea but also pumping heavy rainfall in to the philippines where it has caused some traffic problems in and around Manila. Also schools have been closed in the area due to the rains. Going through the end of the week the storm should start to turn west heading towards Vietnam where it will make a landfall over the weekend likely bringing some flooding rains to that area. Tokyo is getting wet weather today too to to Tropical Storm Maliksi just off the coast of Honshu, this storm should not make landfall yet it will kick up seas making sea travelers a little sea sick as it rushes off to the Northern Pacific. Also we are still watching an area near Guam for likely development going through the weekend. This storm still needs to initialize so the track is vague. Yet we will continue to keep you posted as it develops.
